PRESIDENT OF THE REPUBLIC OF ARMENIA AS SUBJECT OF CONSTITUTIONAL RESPONSIBILITY

The author studies the issues of President of the Republic of Armenia applying constitutional sanctions as well as the cases of constitutional responsibility of head of state. The changes of the legal status of President after the constitutional referendum of November 27th 2005 are analyzed. The substantial expansion of powers of the National Assembly of the Republic of Armenia, the adoption of a number of restrictions on dissolution of Parliament are shown. President enjoys the right to apply sanction against the National Assembly, the Government, officials appointed by President, state bodies formed by President. The paper describes in detail the respective powers of President. The status of head of state provides for constitutional responsibility both of President and Acting President. It includes finding a decree signed by President unconstitutional by the Constitutional Court as well as impeachment for high treason or any other grave offence.
