THE CIVIL SERVICE HIERARCHY IN JAPAN

The issues of service hierarchy occupy a special place in the civil service of Japan. It’s linked to historical traditions, unique legal, financial, economic and sociopolitical aspects of formation, work and evolution of the civil service staff of Japan. Much of Japan’s civil service organization experience may be used in Russia in a constructive way. This experience covers the issues of structural organization of positions and ranks, staff selection, professional training and refresher courses, moral environment of service relationship. The author dwells upon such features of Japan’s civil service as the ban to discriminate against any citizens, to use one’s civil service position to pursue personal aims, to receive presents from persons whom a civil servant serves.
