PROBLEMS OF SOCIAL STATE FORMATION IN THE RUSSIAN FEDERATION

Becoming a “social state” is an integral part of a transformation of the Soviet socialism in an absolutely new social order in Russia. Many problems in different fields hinder Russia to become a “social state”. Economic climate in Russia affects this process terrifically. But most of the difficulties are caused by inadequate and contradictive legislation. In this Article the author highlights the main tendencies and prospective directions for development of Russia as a “social state”, potential problems in this process and way-out solutions.
