THE ADMINISTRATIVEPOLITICAL ELITE IN THE CADRE STRUCTURE OF STATE ADMINISTRATION

The paper deals with the topical theoretical and practical issues of elite study, the essence, structure, laws of formation, development and work of the ruling elite of a modern Russia. The author lays special emphasis on the analysis of the professional and personal features of members of the elite, dwells upon the impediments of forming a truly democratic elite, of clearing it from such weaknesses as law nihilism, corruptibility, and irresponsibility. Elite is a result of a long historic development and it may emerge only in the context of dramatic economic, social, cultural and ideological transformations of Russian society.
