The article deals with opportunities and threats of the administration reform in Russia.

Overhauling state administration is a global phenomenon that is taking place in both developed and emerging nations. Suffice it to say that the draft of the European constitution contains a new right of man and citizen – the right to good administration, which implies that public bodies are supposed to handle citizens’ petitions in an unbiased, fair and speedy way and that elected representatives and authorities work in the interests of the public at large.

The administration reform in Russia addresses the following issues: does the state bureaucracy meet the requirements of the present day?, how do the state as a whole and its institutions in particular cope with their functions?, how does the state bureaucracy interact with the civil society?, how are the laws in the country abided by?

The article centers on difficulties and problems of development and adoption of administration regulations which is one of the key directions of the administration reform in Russia.
